go to TopTax havens and bankers' bonuses have been hotly debated since the outset financial crisis. The opaque nature of tax havens made it impossible for regulators to estimate the risk of the assets held by financial institutions in these jurisdictions, while they also allow businesses and individuals evade tax in the countries where they operate. Meanwhile, bonus schemes in financial institutions have been blamed for encouraging excessive risk-taking. In March 2009, the European Parliament adopted a report on the European economic recovery plan, which included recommendations for more effective regulatory structures. The Greens/EFA tabled an amendment that called for the closure of tax havens and a strict control of remuneration schemes as priorities for restoring financial stability. This amendment was unfortunately defeated.
