Returns directive:an unacceptable compromise

Existing anti-discrimination directives provide only for minimum standards. It is a shameful situation that a number of Member States have not transposed and implemented even those minimum standards. The European Commission should actively use the infringement procedure against such Member States. Everyone in the EU must be sure that he or she cannot be discriminated against and he or she has effective legal tools in order to fight against discrimination

Tragic situation in Burma

“Locked in” in the European Parliament:

IT monopolies, open standards, open source and EU procurement policy

Participative democracy relies increasingly on the ability of citizens and stakeholders to access public information and to communicate with officials and elected politicians electronically. This half-day conference looks at the situation where public institutions are locked into the ICT products of a single vendor, discusses the implications of this for participative democracy and fair competition, and considers the prospects for the European Parliament to adopt the use of open standards and open source software and to promote interoperability in the European ICT sector.

The Greens/EFA group regards the Olympic Games in China as much more than a sporting event: they must also be an opportunity to debate and contribute towards a visible improvement in democracy and human rights in China, as well as the situation of the Tibetan people and other ethnic and religious minorities. The Greens/EFA Group call on the Slovenian Presidency and the forthcoming French Presidency to take the initiative for a collective EU boycott of the opening ceremony.

European leaders must keep their promises on climate change policy The next EU Spring Summit or European Council will take place on 13 and 14 March. One of the main topic to be addressed will be climate change. The Slovenian Presidency is expected to push for more ambitious climate targets: a -30% GHG reduction by 2020 instead of the current -20%.

Council and Commission statements - Preparation of the European Council
(Brussels, 13-14 March 2008) EU leaders will meet in Brussels for the European Council spring summit on Thursday and Friday. Once again the climate change policies of the Union will be at the centre of debate. The far-reaching Climate Change Package that the European Commission presented in January is under heavy attack from several sides. Seven of the new member states want to water down the ambitious goals set out by the Commission.

Germany and France struck a deal to go for less rigid limits on car emissions and Industry Commissioner Günter Verheugen wants large exemptions for big industry. The Greens are asking EU leaders to stay the course and make the EU the leading force in the fight against climate change.

The European Parliament will put the current practices of the Common Agricultural Policy under the microscope on Tuesday. While it will still be a stock taking exercise, it will be done with a view to a thorough reform of this centrepiece of the community polices, which gobbles up almost half of the European Union’s budget. The way to go is clear: phase out subsidies linked to quantitative production, simplify direct payments to farmers, end quotas and shift support in favour of rural development. The French want to conclude the health check under their EU presidency. Parliament would prefer to wait until the Treaty enters in force, which gives it full power over the agricultural budget for the first time.

Follow-up of the Territorial Agenda and Leipzig Charter

Speech by

The report by Green MEP Gisela Kallenbach which was adopted by the EP with a huge majority gives strong support for developing a European policy on sustainable territorial development and for making the territorial and urban dimension matter in post-2013 cohesion policy. MEPs gave their support for strengthening the integrated approach and making it a binding condition for receiving EU Structural Funds. They also followed our rapporteur claiming full implementation of Natura 2000 requirements in European territorial development. The report makes concrete proposals to foster the implementation of the Territorial Agenda and Leipzig Charter such as benchmarking between Member States in their progress to reduce land use consumption.The report turned the EP to play a more active role in the political debate on European territorial development being the most important statement of the EP in this process.
